Code Structure:
- Position 1: Registration authority code (government, institution, enterprise, social organization, etc.)
- Position 2: Organization type code (enterprise, individual business, farmer cooperative, etc.)
- Position 3-8: Administrative division code (6-digit province/city/county code)
- Position 9-17: Entity identification code / Organization code (9 digits)
- Position 18: Check code (calculated from the first 17 digits)
